CPR Training Offered in January at Lake Hills Church
Would you like to know how to respond when someone is having a cardiac emergency? You could be the difference for a family member, friend or neighbor.
As part of our neighborhood preparedness the Lakemoor Hills Homeowners Association is partnering with Lake Hills Presbyterian Church to bring the opportunity to be trained and certified in CPR.
The course will be CPR training in adult, pediatric, infant choking person training and basic AED use. The new technique is much less difficult than the original technique, and most people that can bend over adequately can be trained without difficulty. The course is an amazing advantage for those individuals to protect their family members, friends at their workplaces and in public places. In most cases, the need for the institution of a response is related to a family member or friend. This includes your children and grandchildren.
The course will be held at Lake Hills Presbyterian Church on Sunday, January 13 from 2 – 4 PM.
The cost for the course is $25. This includes the 2 year AHA AED & CPR adult, child and infant certification, personal barrier device (breathing mask to take home, and the required materials to complete the course.)
The class is limited to 50 enrollees. If you would like to participate, please contact Bob Proctor at [email protected] 742-9035.
Update on Alcoa Hwy Landscape Presentation
This morning the Alcoa Hwy Beautification Council was invited to speak at the Knox Regional Transportation Planning Organization (TPO) in the City County building. This group is made up of city & county mayors from Anderson, Blount, Knox, Loudon, and Sevier Counties in addition to a variety of other representatives. We presented our landscape plans for the Phase I portion of the Alcoa Hwy expansion project, with which all of you are very familiar.
The TPO told us before the meeting that they DO NOT endorse community projects. We asked them to endorse ours anyway.
They thoughtfully listened to the presentation and asked great questions. Then they voted to endorse the project, not just for the portion that is under construction right now outside our doors, but for the ENTIRE Alcoa Hwy Corridor – Knoxville to Blount County. A number of mayors asked for copies of the presentation to educate their constituents also.
This is the first, but important, step in acquiring the needed $330,000 for the initial installation of the landscape. City and county budgets are developed through the winter and voted on in the late spring.
But none of this would have happened without the support of this great neighborhood, our garden clubs, our sister neighborhood organizations on both sides of the highway and you.
Thank you so much!
Prints of Blows Ferry Painting by Lloyd Branson Available
After our Sip & Snoop, there was a lot of discussion spurred by a photograph in the Farr’s home depicting the river crossing near Blows Ferry. One of our neighbors, Sally Branson, saw the conversation online and contacted me. One of her family’s relatives, Lloyd Branson, was a well-known and respected Knoxville artist. Mr. Branson created a watercolor painting of the Blows Ferry area, which is now the property of the East TN Historical Society. Sally asked me if she could help our homeowner’s association by offering prints of this wonderful watercolor as a fundraiser for LHHA projects. We said, “Yes and Thank You!”.
The image that you see with this post is a copy of the painting. You may order a 10 ” x 22″ copy of the print for $50. All proceeds will go to the LHHA project fund and will be used to beautify the neighborhood.
If you would like a copy of this high quality print, please contact the LHHA board via Tim McLaughlin. He will place your order and you can receive your copy in about 10 days to 2 weeks.
Call 865-599-7251 or email your order to Tim McLaughlin at [email protected], who is managing the project for the board. You can pay for when the prints arrive with cash or check (payable to LHHA).

Alcoa Hwy Landscape Project
Alcoa Hwy TriFold FINALI wanted to update anyone who was not at the LHHA meeting last night about the status of the Alcoa Landscape Project. The steering committee is now named the Alcoa Hwy Beautification Council. We are ready to print a promotional brochure (see image) about the project that will raise public awareness. It folds into 3 parts. We are seeking businesses, associations, and clubs who believe in the project to add their names to the list of project sponsors. If you have a group in mind, please send me those names quickly so I can add to our brochure – the more the merrier! We have scheduled a meeting with mayors and transportation officials on Nov. 28 where we will present the project and its required funding. If you have connections that can help us raise public awareness, now is the time to make those introductions. 58,000 vehicles will experience this portion of Alcoa Hwy every day, so our efforts go way beyond Lakemoor Hills. Please share this information and let’s get the Alcoa Hwy Landscape project to become a reality in 2020.

LHHA Needs Graphic Design Assistance
As most of you know, LHHA has been working towards implementing an impressive landscape plan for the areas along Alcoa Hwy that were disturbed during the construction. We have a team in place – the Alcoa Hwy Beautification Council – that is developing some information to help promote sponsorships of the project. We have developed an 8 1/2 x 11 draft of a trip-fold promotional piece that we want to use, but we need someone with some graphic design expertise that can help us make it look professional and develop a file that we can take to the printer.
If you can spare a few hours to make our draft something to be proud of, please contact me. I will have the draft on Tuesday night at the LHHA meeting if you would like to see it or I can email to you before that. Kathy Proctor, [email protected] or 599-7783
Seeking some local talent – YOU!
Hello neighbors,
The board met on Tuesday night and we have a number of needs and I am sure that we have talented residents that may fit our needs.
- Has anyone ever built a Wikipedia page? We would like to create one about our neighborhood.
- Looking for someone that is familiar with Quicken that would like to take on some financial management for the LHHA.
- Looking for a few folk that love working off ladders to help put lights on the neighborhood Christmas tree on Dec. 1.
Also – I did have a response to our inquiry for a notary in the neighborhood. Susannah Perry on Manor Dr. is happy to assist anyone with this need.
If you are interested in helping resolve any of these three needs, please email me at [email protected] or call 599-7783.
thank you,
Kathy Proctor
Notary in Lakemoor Hills?
From time to time some of our residents are in need of a notary. Some of our residents have difficulty in leaving the neighborhood to seek this service. Are there any notaries in the neighborhood that would like the LHHA to share their contact info? Just email Kathy Proctor at [email protected].
ALCOA HIGHWAY UPDATES
Below are your questions and the answers from the engineer on the project. If you have any further questions or concerns please feel free to contact me. Keisha Gregory, TDOT, [email protected]
- When are the bridges and access roads are projected to be completed?
- The 3 bridges are all on different time frames and it is unclear on the exact dates they will be completed/open to traffic. I can tell you that the bridge at Maloney road will be the first one completed, and is projected to be open to the public sometime around early spring at the latest, weather permitting. The bridge at Montlake will be the next one completed, followed by the bridge at Mount Vernon.
- Will development will be encouraged on the larger parcels of land around the intersections?
- Anything within state right of way will not have any type of development going on. There is a large portion of land acquired by the contractor on Montlake that is near the roundabout intersection, but the state does not know the intentions of the contractor for this parcel after construction is completed.
- What progress is being made on the greenways?
- The greenway will be one of the last things completed/open on the project. The grade work for the greenway has been completed in some sections along its route, but a majority of the alignment for the greenway depends on other activities to be completed before it can be installed. To explain the greenway at retaining wall at Woodson. The greenway will not be hanging off of the wall, but will rather be on the roadway side of the wall. There will be a concrete barrier wall constructed between the greenway and Alcoa highway for safety of those using the greenway in this area. For now, the greenway will end just passed Woodson until the next project begins which will pick it back up and carry it to the current greenway that runs along Fort Loudon.
- Some explanation for the work at Ginn:
- Both Ginn road West and East required grade work for their new alignments, which is now completed at this time. As of right now, East Ginn road is projected to be completed first and open to traffic within the next few months. West Ginn road will then be completed once the East side is done.
Please note, that a vast majority of the work left to be completed on the North end of the project for the bridges, access roads, greenways, etc… depend on the large retaining wall being constructed across from Mount Vernon. Once you see this nearing completion, then you’ll see a lot of these things really coming together.

“Name That Road” Winners
At the last LHHA meeting we posted all the suggestions that were received for names for the new service road(s) at Alcoa Hwy. Attendees at the meeting voted on the suggestions and these were the top three winners –
- Lakemoor View
- Quiet Side Dr. or Ln.
- Lakeside Way
I have submitted these 3 names to the city for review. I think business owners along the roads will have their input and then it will be submitted to MPC for review and comment. I will inform you of any feedback that I receive.
Thanks for being part of the process!
Kathy Proctor, LHHA President
